I have a 2004 cbr 600rr and my bike is doing the same thing it will ride fine till I hit 10,000 rpm and at wot it stops if I back off it goes to 12 and won't go any further just falls on its face pumps are like 325 new I would hate to spend that on a pump and it not be the issue.
